Tenants at the Garden Court and the Talbot apartments, both on Bayview, have both formed tenant associations to fight the owners’ plans. The Garden court owners are asking the city for permission to turn the rentals into condos. The Talbot owners want to evict the apartment tenants for renovations. Both plans could reduce the amount of low-rental apartments in the city.
